What rent exemption is
Every Solana account must hold a minimum balance of lamports based on its size. The accounts doc says accounts must be rent-exempt. The deposit stays in the account and is not a fee.

This Solana rent calculator gives the rent-exempt minimum for any account size in lamports, SOL, and USD. It reads the rate from mainnet, with presets for token accounts, mints, Metaplex metadata, and Anchor structs.

The minimum is a base amount plus a per-byte amount times the data size. The calculator reads both from the getMinimumBalanceForRentExemption RPC method, so it follows the live rate instead of a hard-coded number.
If the RPC call fails, the page falls back to the documented formula: (bytes + 128) x 3,480 lamports x 2 years. The page tells you when it is using the fallback, so you know the figure is documented, not read live.
When you close an account, its lamports move to a destination you choose. Rent is a deposit you can recover, so short-lived accounts cost less than the number shown here over time.
Yes. The lamports sit in the account as a deposit. When you close the account, they go to the destination you name. You do not get back transaction fees.
No. The Solana accounts doc says accounts must be rent-exempt, which means you fund the minimum balance once and the account keeps it. Nothing is deducted per epoch.
Check the byte size first. The CLI takes the data size and adds the 128 byte overhead itself, so passing a size that already includes it overcounts. A different cluster or a Token-2022 extension can also change the size.
Only the size you enter. A deployed program keeps its code in a program data account, so enter the .so size plus the header. The cost calculator has a launch budget panel that does this for you.
